Fix UIntToOH for output widths larger than 2^(input width) (#823)
* Add test for UIntToOH
* Pad UIntToOH inputs to support oversized output widthds
* Optimize Bits.pad in case of known widths
* Add missing import and fix test in OneHotMuxSpec
