Change PassTests to include Dedup when running transforms. This makes PassTests behave more like an actual compiler. Fixes bugs in Inline, Flatten, and Grouping tests where the tests would only work without deduplication. This adds NoCircuiDedupAnnotations to prevent deduplication for the offending tests.
