The libraries are eventually linked in native_norm and native_conv_gen,
just before mk_norm_code and mk_conv_code are called.
This commit also renames call_linker as execute_library to better reflect
its role. It also makes link_library independent from it, since their
error handling are completely opposite.

Instead we store that data in the native code that was generated in adapt
the compilation scheme accordingly. Less indirections and less imperative
tinkering makes the code safer.
The global symbol table was originally introduced in #10359 as a way not to
depend on the Global module in the generated code. By storing all the
native-related information in the cmxs file itself, this PR also makes other
changes easier, such as e.g. #13287.

After #12504 , we can encapsulate and consolidate low-level state
logic in `Vernacstate`, removing `States` which is now a stub.
There is hope to clean up some stuff regarding the handling of
low-level proof state, by moving both `Evarutil.meta_counter` and
`Evd.evar_counter_summary` into the proof state itself [obligations
state is taken care in #11836] , but this will take some time.

The reason for which the code was written this way is probably historical. In
the current implementation, we read the marshalled data exactly once by library,
thus there is no gain from delaying.

Add headers to a few files which were missing them.

We make the primitives for backtrace-enriched exceptions canonical in
the `Exninfo` module, deprecating all other aliases.
At some point dependencies between `CErrors` and `Exninfo` were a bit
complex, after recent clean-ups the roles seem much clearer so we can
have a single place for `iraise` and `capture`.
|

Instead of relying on the Coq_config immutable flag, we introduce an
initialization-only flag to govern the use of the native compiler. This
allows to make coqc passed with "-native-compiler no" behave as if it had
been configured without native compilation.

A .vos file stores the result of compiling statements (defs, lemmas)
but not proofs.
A .vok file is an empty file that denotes successful compilation of
the full contents of a .v file.
Unlike a .vio file, a .vos file does not store suspended proofs,
so it is more lightweight. It cannot be completed into a .vo file.

`Import` does not actually need to register an object, only `Export`
does. So we specialize and rename the object into `ExportObject`.

Libraries are now handled like other modules.
|

This is step 1 on removing library state from the lower layers.
Here we move library loading to the vernacular layer; few things
depend on it:
- printers: we add a parameter for those needing to access on-disk data,
- coqlib: indeed a few tactics do try to check that a particular
library is loaded; this is a tricky part. I've replaced that for a
module name check, but indeed this is fully equivalent due to
side-effects of `Require`. We may want to think what to do here.
A few other minor code movements were needed, but there are
self-explanatory.
