The syntax is the one of boolean attributes, that is to say
`#[typing($flag={yes,no}]` where `$flag` is one of `guarded`,
`universes`, `positive`.
We had to instrument the pretyper in a few places, it is interesting
that it is doing so many checks.

The previous refactoring in `Declare` to add `CInfo.t` makes this a
good moment to clean overlays up w.r.t. deprecation.
All cases but one is just a matter of simple renaming, for the other
the use of an internal API is replaced by newer API.

It gets thrown away if the inductive is declared in a section anyway,
and there is no user syntax to specify it.

We do [solve_remaining_evars all_and_fail_flags] immediately before
calling [interp_mutual_inductive_constr] so these checks are extra.
|

Using the parameter universes in the constructor causes implicit
equality constraints, so those universes may not be template
polymorphic.
A couple types in the stdlib were erroneously marked template, which
is now detected. Removing the marking doesn't actually change
behaviour though.
Also fixes #10504.

replacing is_small with equality with lbound is _not_ semantics preserving!

The internal interpretation functions have been not used by funind
since some time.

We remove two flags that were seldom used in favor of named parameters.

This is more in-line with attributes and the rest of the API, and
makes some code significantly clearer (as in `foo true false false`,
etc...)

The warning can be avoided with the attributes, (or just disable the
warning itself I guess).

This is a pre-requisite to use automated formatting tools such as
`ocamlformat`, also, there were quite a few places where the comments
had basically no effect, thus it was confusing for the developer.

This API is a bit strange, I expect it will change at some point.
|

Over the time, `Command` grew organically and it has become now one of
the most complex files in the codebase; however, its functionality is
well separated into 4 key components that have little to do with each
other.
We thus split the file, and also document the interfaces. Some parts
of `Command` export tricky internals to use by other plugins, and it
is common that plugin writers tend to get confused, so we are more
explicit about these parts now.
This patch depends on #6413.
