- Provide new helper functions in `Goptions` on the model of
`declare_bool_option_and_ref`;
- Use these helper functions in many parts of the code base
(encapsulates the corresponding references);
- Move almost all options from `declare_string_option` to
`declare_stringopt_option` (only "Warnings" continue to use the
former). This means that these options now support `Unset` to get
back to the default setting. Note that there is a naming
misalignment since `declare_int_option` is similar to
`declare_stringopt_option` and supports `Unset`. When "Warning" is
eventually migrated to support `Unset` as well, we can remove
`declare_string_option` and rename `declare_stringopt_option` to
`declare_string_option`.
- For some vernac options and flags that have an equivalent
command-line option or flag, implement it like the standard `-set`
and `-unset`.

Add headers to a few files which were missing them.

The standard use is to repeat the option keywords in lowercase, which
is basically useless.

This lets us avoid having to cache the SearchBlacklist.elements call
in search as we can just use the set module's for_all function.

Currently this env is only used to error for Printing If/Let on
non-2-constructor/non-1-constructor types so we could alternatively
remove it and not error / error later when trying to print.
Keeping the env and the error as-is should be fine though.

Returning a writer insinuates that it is not exactly the same as the
writer which was passed as argument, but that is incorrect.

reference was defined as Ident or Qualid, but the qualid type already
permits empty paths. So we had effectively two representations for
unqualified names, that were not seen as equal by eq_reference.
We remove the reference type and replace its uses by qualid.

This feature has been asked many times by different people, and allows to
have options in a module that are performed when this module is imported.
This supersedes the well-numbered cursed PR #313.

Inspired by https://coq.inria.fr/bugs/show_bug.cgi?id=5229 , which
this PR solves, I propose to remove support for non-synchronous
options.
It seems the few uses of `optsync = false` we legacy and shouldn't
have any impact.
Moreover, non synchronous options may create particularly tricky
situations as for instance, they won't be propagated to workers.

- The flags are now interpreted from left to right, without any other
precedence rule. The previous one did not make much sense in interactive
mode.
- Set Warnings and Set Warnings Append are now synonyms, and have the
"append" semantics, which is the most natural one for warnings.
- Warnings on unknown warnings are now printed only once (previously the
would be repeated on further calls to Set Warnings, sections closing,
module requiring...).
- Warning status strings are normalized, so that e.g. "+foo,-foo" is reduced
to "-foo" (if foo exists, "" otherwise).

Whether an option should be set or appended to is stored as a 2-value
flag next to the new content. This commit also cleans the code by
declaring a single object for each persistent option rather than three
different ones (one per locality).

The Map interface of upcoming OCaml 4.03 includes a new union operator. In
order to make our homemade implementation of Maps compatible with OCaml
versions from 3.12 to 4.03, we define our own signatures for Maps.

These options can be set to a string value, but also unset.
Internal data is of type string option.

With ocaml 4.01, the 'unused open' warning also checks the mli :-)
Beware: some open are reported as useless when compiling with camlp5,
but are necessary for compatibility with camlp4. These open are now
marked with a comment.

- Clib that does not depend on camlpX and is made to be shared by all coq
tools/scripts/...
- Lib that is Coqtop specific
As a side effect for the build system :
- Coq_config is in Clib and does not appears in makefiles
- only the BEST version of coqc and coqmktop is made
- ocamlbuild build system fails latter but is still broken
(ocamldebug finds automatically Unix but not Str. I've probably done something wrong here.)

Util only depends on Ocaml stdlib and Utf8 tables.
Generic pretty printing and loc functions are in Pp.
Generic errors are in Errors.
+ Training white-spaces, useless open, prlist copies random erasure.
Too many "open Errors" on the contrary.

Previous code was trying to do a bool write, and in case of error,
a int write. But for compatibility reason, bool write error were
turned into warnings, preventing Unset Foo Bar to work when
Foo Bar is an int option.

- Many of them were broken, some of them after Pierre B's rework
of mli for ocamldoc, but not only (many bad annotation, many files
with no svn property about Id, etc)
- Useless for those of us that work with git-svn (and a fortiori
in a forthcoming git-only setting)

dev/ocamlweb-doc has been erased. I hope no one still use the
"new-parse" it generate.
In dev/,
make html will generate in dev/html/ "clickable version of mlis". (as
the caml standard library)
make coq.pdf will generate nearly the same awfull stuff that coq.ps was.
make {kernel,lib,parsing,..}.{dot,png} will do the dependancy graph of
the given directory.

Goptions).
- Local Set/Unset ... change la valeur de l'option pour la section en
cours (ou le module si il n'y a pas de section), l'option est restaurée
à sa valeur précédente au sortir de la section.
- Set/Unset ... survit aux sections mais pas aux modules.
- Global Set/Unset ... survit aux sections et aux modules.
Il y a une légère source d'incompatibilité là, Set avait le comportement
de Local Set. Ça n'apparaît pas dans la lib standard, mais sait-on
jamais.
Les étapes suivantes :
- Supprimer la notion d'option asynchrone, je n'en vois vraiment pas
l'intérêt. Changer le type de retour de declare_option à unit aussi
serait probablement une bonne idée.
- Ajouter le support Local/Global à d'autres commandes sur le même
modèle.

- add coqtop option "-compat X.Y" so as to provide compatibility with
previous versions of Coq (of course, this requires to take care of
providing flags for controlling changes of behaviors!),
- add support for option names made of an arbitrary length of words
(instead of one, two or three words only),
- add options for recovering 8.2 behavior for discriminate, tauto,
evar unification ("Set Tactic Evars Pattern Unification", "Set
Discriminate Introduction", "Set Intuition Iff Unfolding").

MOTIVATION: mod_subst is compiled after kernel/term.ml; thus it is now
possible to define substitutions that also delta-expand constants
(by associating the delta-expanded form to the constant name).

- Le parsing se fait maintenant via "constr_expr" au lieu de "Coqast.t"
- "Coqast.t" reste pour l'instant pour le pretty-printing. Un deuxième
pretty-printer dans ppconstr.ml est basé sur "constr_expr".
- Nouveau répertoire "interp" qui hérite de la partie interprétation qui
se trouvait avant dans "parsing" (constrintern.ml remplace astterm.ml;
