In #6092, `global_reference` was moved to `kernel`. It makes sense to go further and use the current kernel style for names. This has a good effect on the dependency graph, as some core modules don't depend on library anymore. A question about providing equality for the GloRef module remains, as there are two different notions of equality for constants. In that sense, `KerPair` seems suspicious and at some point it should be looked at.

It is unclear whether there are interesting notations liable to use this, but this shall make easier mixing recursive binders and recursive terms as in next commits. Example of (artificial) notation that this commit supports: Notation "! x .. y # A #" := (.. (A,(forall x, True)) ..,(forall y, True)) (at level 200, x binder).

The internal detype function takes an additional arguments dictating whether it should be eager or lazy. We introduce a new type of delayed `DAst.t` AST nodes and use it for `glob_constr`. Such type, instead of only containing a value, it can contain a lazy computation too. We use a GADT to discriminate between both uses statically, so that no delayed terms ever happen to be marshalled (which would raise anomalies). We also fix a regression in the test-suite: Mixing laziness and effects is a well-known hell. Here, an exception that was raised for mere control purpose was delayed and raised at a later time as an anomaly. We make the offending function eager.

This completes the Loc.ghost removal, the idea is to gear the API towards optional, but uniform, location handling. We don't print <unknown> anymore in the case there is no location. This is what the test suite expects. The old printing logic for located items was a bit inconsistent as it sometimes printed <unknown> and other times it printed nothing as the caller checked for `is_ghost` upstream.

In some cases prior to this patch, there were two cases for the same error function, one taking a location, the other not. We unify them by using an option parameter, in the line with recent changes in warnings and feedback. This implies a bit of clean up in some places, but more importantly, is the preparation for subsequent patches making `Loc.location` opaque, change that could be use to improve modularity and allow a more functional implementation strategy --- for example --- of the beautifier.

- Most of the time, the table registered via Summary.declare_summary is just a single reference. A new function Summary.ref now allows to both declare this ref and register it to summary in one shot. - Clarifications concerning the role of [init_function]. For statically registered tables that don't need a special initializer, just do nothing there (see the new Summary.nop function).
