This removes the need for the remote counter.

- float and array values are now supported for printing and parsing in custom notations (and in notations defined using the ocaml API)
- the three constants bound to the primitive float, int and array type are now allowed anywhere inside a term to print, to handle them similar to `real` type constructors
- Grants #13484: String notations for primitive arrays
- Fixes #13517: String notation printing fails with primitive integers inside lists

Add headers to a few files which were missing them.

Not pretty, but it had to be done some day, as `Globnames` seems to be
on the way out.
I have taken the opportunity to reduce the number of `open` in the
codebase.
The qualified style would indeed allow us to use a bit nicer names
`GlobRef.Inductive` instead of `IndRef`, etc... once we have the
tooling to do large-scale refactoring that could be tried.

Some of them are significant so presumably it will take a bit of
effort to fix overlays.
I left out the removal of `nf_enter` for now as MTac2 needs some
serious porting in order to avoid it.

Note currently it's impossible to define inductives in SProp because
indtypes.ml and the pretyper aren't fully plugged.

Rename Univ.Level.{Qualid -> UGlobal}, remove Univ.Level.Id.
Remove the ability to split the argument of `Univ.Level.Level` into a
dirpath*int pair (except by going through string hacks like
detyping/pretyping(/funind) does).
Id.of_string_soft to turn unnamed universes into qualid is pushed up
to detyping. (TODO some followup PR clean up more)
This makes it pointless to have an opaque type for ints in
Univ.Level: it would only be used as argument to
Univ.Level.UGlobal.make, ie

Remaining places which create levels from ints are various hacks (eg
the dummy in inductive.ml, the Type.n universes in ugraph
sort_universes) and univgen.
UnivGen does have an opaque type for ints used as univ ids since they
get manipulated by the stm.
NB: build breaks due to ocamldep issue if UGlobal is named Global instead.

Remote counters were trying to build universe levels (as opposed to
simple integers), but did not have access to the right dirpath at
construction time. We fix it by constructing the level only at use time,
and we introduce some abstractions for qualified and unqualified level
names.

In favor of a constr_of_monomorphic_global function. When people
move to the new Coqlib interface they will also see this deprecation
message encouraging them to think about the best move.
This commit changes a few references to constr_of_global and replaces
them with a constr_of_monomorphic_global which makes it apparent that
this is not the function to call to globalize polymorphic references.
The remaining parts using constr_of_monomorphic_global are easily
identifiable using this: omega, btauto, ring, funind and auto_ind_decl
mainly (this fixes firstorder). What this means is that the symbols
registered for these tactics have to be monomorphic for now.

Such a basic function can live in Univ rather than the higher level UnivGen.
