CoqIDE: No more explicit activation of tooltips on toolbar.
According to
https://developer.gnome.org/gtk2/stable/GtkToolbar.html#gtk-toolbar-set-tooltips,
tooltips are now managed globally by gtk-enable-tooltips which is true by default.
