Fix load memory from file to work with binary (#1583)
* fix loadMemoryFromFile to work with binary
Passed in hexOrBinary parameter to ChiselLoadMemoryAnnotation
* Added test for binary format support in loadMemoryFromFile
* Added test for binary format support in loadMemoryFromFile
