Add versionScheme (PVP) to SBT publish settings (backport #2871) (#2874)
* Add versionScheme (PVP) to SBT publish settings (#2871)
This allows build tools to warn users about possible binary
incompatibility issues when using dependencies that depend on
mutually incompatible versions of Chisel.
