Add brief description of (current) chisel versioning and version recommendations. (#1180)
* Add brief description of (current) chisel versioning and version recommendations.
* Respond to comments.
Replace "semantic versioning" with "a form of semantic versioning".
* Respond to comments - replace mmddyy with yyyymmdd.
* Mention change in SNAPSHOT naming.
