Subject: [attributes] Deprecate `attr(true)` syntax in favor of booelan
 attributes.

We introduce a warning so boolean attributes are expected to be of the
form `attr={yes,no}` or just `attr` (for `yes`).

We update the documentation, test-suite, and changelog.
