It was not documented, not properly tested and thus likely buggy. Judging from the code alone I spotted already one potential bug. Further more it was prominently making use of the infamous "arbitrary term as hint" feature. Since the only user in our CI seems to be a math-classes file that introduced the feature under a claim of "cleanup", I believe we can safely remove it without anyone noticing.

After #12504 , we can encapsulate and consolidate low-level state logic in `Vernacstate`, removing `States` which is now a stub. There is hope to clean up some stuff regarding the handling of low-level proof state, by moving both `Evarutil.meta_counter` and `Evd.evar_counter_summary` into the proof state itself [obligations state is taken care in #11836] , but this will take some time.

Re-raising inside exception handlers must be done with care in order to preserve backtraces; even if newer OCaml versions do a better job in automatically spilling `%reraise` in places that matter, there is no guarantee for that to happen. I've done a best-effort pass of places that were re-raising incorrectly, hopefully I got the logic right. There is the special case of `Nametab.error_global_not_found` which is raised many times in response to a `Not_found` error; IMHO this error should be converted to something more specific, however the scope of that change would be huge as to do easily...

We factorize code from declareInd.ml and inductiveops.ml which was already existing in record.ml. We keep expansion of local definitions in the type of fields of primitive records while these are not expanded in the non-primitive case. This is to be consistent with what Indtypes.compute_projections is doing. See discussion at #11135. We keep the unused code from inductiveops.ml for possible future use though. Include improvements contributed by Gaëtan Gilbert.

The current implementation was seemingly never thought for this kind of semantics. Everything is superglobal by construction, notably hint database creation and naming schemes. The new mode feels a bit hackish to me, at some point this should be fully reimplemented from scratch with a clear design in mind.

top of declare. This PR is a follow up to #10406 , moving the then introduced `proof_entry` type to `Declare`. This makes sense as `Declare` is the main consumer of the entry type, and already provides the constructors for it. This is a step towards making the entry type private, which will allow us to enforce / handle invariants on entry data better. A side-effect of this PR is that now `Proof_global` does depend on `Declare`, not the other way around, but that makes sense given that closing an interactive proof will be a client of declare. Indeed, all `Declare` / `Pfedit` / and `Proof_global` are tied into tactics due to `abstract`, at some point we may be able to unify all them into a single file in `vernac`.

Not pretty, but it had to be done some day, as `Globnames` seems to be on the way out. I have taken the opportunity to reduce the number of `open` in the codebase. The qualified style would indeed allow us to use a bit nicer names `GlobRef.Inductive` instead of `IndRef`, etc... once we have the tooling to do large-scale refactoring that could be tried.

Note the previous commits, as well as the annotations regarding the dubious use of the "variable" data managed by the `Decls` file. IMO this needs more work, but this should be a good start.

We consistently use: - UUnknown: to mean a rigid anonymous universe (written Type in instances and Type as a sort) [was formerly encoded as [] in Type's argument] - UAnonymous: to mean a flexible anonymous universe (written _ in instances and Type@{_} as a sort) [was formerly encoded as [None] in Type's argument] - UNamed: to mean a named universe or universe expression (written id or qualid in instances and Type@{id} or Type@{qualid} or more generally Type@{id+n}, Type@{qualid+n}, Type@{max(...)} as a sort) There is a little change of syntax: "_" in a "max" list of universes (e.g. "Type@{max(_,id+1)}" is not anymore allowed. But it was trivially satisfiable by unifying the flexible universe with a neighbor of the list and the syntax is anyway not documented. There is a little change of semantics: if I do id@{Type} for an abbreviation "id := Type", it will consider a rigid variable rather than a flexible variable as before.
