We remove sections paths from kernel names. This is a cleanup as most of the times this information was unused. This implies a change in the Kernel API and small user visible changes with regards to tactic qualification. In particular, the removal of "global discharge" implies a large cleanup of code.
Additionally, the change implies that some machinery in `library` and `safe_typing` must now take an `~in_section` parameter, as to provide the information whether a section is open or not.

This is a partial resurrection of #6423 but only for the kernel.
IMHO, we pay a bit of price for this but it is a good safety
measure.
Only warning "4: fragile pattern matching" and "44: open hides a type"
are disabled.
We would like to enable 44 for sure once we do some alias cleanup.

- Do not pass let-bound arguments to evars.
We seize the opportunity to remove the useless type information for Aevar.
Special fixes to native compilation:
- Evars are not handled correctly when iterating over lambda terms.
- Names.id_of_string is gone.
- Evar instances are not reified in the right order.

The upper layers still need a mapping constant -> projection, which is
provided by Recordops.

This is much more efficient than using Nativevalues.is_accu function which
incurs a lot of irrelevant checks on its argument.

Instead of returning either an instance or the set of constraints, we rather
return the corresponding abstracted context. We also push back all uses of
abstraction-breaking calls from these functions out of the kernel.

This function breaks the abstraction barrier of abstract universe contexts,
as it provides a way to observe the bound names of such a context. We remove
all the uses that can be easily get rid of with the current API.

Global declarations used to carry universe instances with them, but it
turns out this information is not used anywhere. Instead, instances were
already properly encoded as the first argument of polymorphic definitions.

Was introduced by 4f041384cb27f0d2. Unsoundness seems miraculously
avoided by a safeguard I put in nativecode.ml. But other kernel changes
in this commit should probably be reviewed carefully.

The greatest danger of OCaml's polymorphic equality is that PMP can
replace it with pointer equality at any time, be warned :)
The lack of optimization may account for an exponential blow-up in size
of the generated code, as well as worse runtime performance.

This patch splits pretty printing representation from IO operations.
- `Pp` is kept in charge of the abstract pretty printing representation.
- The `Feedback` module provides interface for doing printing IO.
The patch continues work initiated for 8.5 and has the following effects:
- The following functions in `Pp`: `pp`, `ppnl`, `pperr`, `pperrnl`,
`pperr_flush`, `pp_flush`, `flush_all`, `msg`, `msgnl`, `msgerr`,
`msgerrnl`, `message` are removed. `Feedback.msg_*` functions must be
used instead.
- Feedback provides different backends to handle output, currently,
`stdout`, `emacs` and CoqIDE backends are provided.
- Clients cannot specify flush policy anymore, thus `pp_flush` et al are
gone.
- `Feedback.feedback` takes an `edit_or_state_id` instead of the old
mix.
Lightly tested: Test-suite passes, Proof General and CoqIDE seem to work.
