I don't think there's a reason to treat such variables more severely than unbound variables. This anomaly is often raised by debug printers (e.g. when studying complex scenarios using `Set Unification Debug`), and so makes debugging less convenient. Fixes #3754, fixes #10026.

This work makes it possible to take advantage of a compact representation for integers in the entire system, as opposed to only in some reduction machines. It is useful for heavily computational applications, where even constructing terms is not possible without such a representation. Concretely, it replaces part of the retroknowledge machinery with a primitive construction for integers in terms, and introduces a kind of FFI which maps constants to operators (on integers). Properties of these operators are expressed as explicit axioms, whereas they were hidden in the retroknowledge-based approach. We group the extension API and datatypes under `Vernacextend`. This means that the base plugin dependency is now `coq.vernac` from `coq.stm`. This is quite important as for example the LSP server won't like to link the STM in. LTAC still depends on the STM by means of the ltac_profile part tho. The next step could be to move the extension point below `Vernacexpr`.

This PR fixes an issues that was bugging me for some time, namely that `Vernacinterp` really means `Vernacextend`. We thus rename the file and move the associated functions there, which were incorrectly placed in `Vernacentries`. Note the beneficial effects on reducing the `.mli` API.

We remove sections paths from kernel names. This is a cleanup as most of the times this information was unused. This implies a change in the Kernel API and small user visible changes with regards to tactic qualification. In particular, the removal of "global discharge" implies a large cleanup of code. Additionally, the change implies that some machinery in `library` and `safe_typing` must now take an `~in_section` parameter, as to provide the information whether a section is open or not.

This removes the Flags.univ_print in the kernel, making it possible to put the univ printing flag ownership back in Detyping. The lazyness is because getting an explanation may be costly and we may discard it without printing. See benches - with lazy https://ci.inria.fr/coq/view/benchmarking/job/benchmark-part-of-the-branch/406/console - without lazy https://ci.inria.fr/coq/view/benchmarking/job/benchmark-part-of-the-branch/405/console Notably without lazy mathcomp odd_order is +1.26% with some lines showing significant changes, eg PFsection11 line 874 goes from 11.76s to 13.23s (+12%). (with lazy the same development has -1% overall and the same line goes from 11.76s to 11.23s (-4%) which may be within noise range)

The `reference` type contains some ad-hoc locations in its constructors, but there is no reason not to handle them with the standard attribute container provided by `CAst.t`. An orthogonal topic to this commit is whether the `reference` type should contain a location or not at all. It seems that many places would become a bit clearer by splitting `reference` into non-located `reference` and `lreference`, however some other places become messier so we maintain the current status-quo for now.

This commit was motivated by true spurious conversions arising in my `to_constr` debug branch. The changes here need careful review as the tradeoffs are subtle and still a lot of clean up remains to be done in `vernac/*`. We have opted for penalize [minimally] the few users coming from true `Constr`-land, but I am sure we can tweak code in a much better way. In particular, it is not clear if internalization should take an `evar_map` even in the cases where it is not triggered, see the changes under `plugins` for a good example. Also, the new return type of `Pretyping.understand` should undergo careful review. We don't touch `Impargs` as it is not clear how to proceed, however, the current type of `compute_implicits_gen` looks very suspicious as it is called often with free evars. Some TODOs are: - impargs was calling whd_all, the Econstr equivalent can be either + Reductionops.whd_all [which does refolding and no sharing] + Reductionops.clos_whd_flags with all as a flag.

Actually, ocaml is apparently doing well. If there is a printer for 'a Id.Map.t and another for say Id.t Id.Map.id, it uses the most defined existing ones, so, it is apparently not a problem to have overlapping printer.
