* Generalize ChiselAnnotation
This allows us to delay creation of Annotations till elaboration is
complete. Also update all annotation-related code.
* Add RunFirrtlTransform
Use a Chisel-specific RunFirrtlTransform API to preserve behavior of old
ChiselAnnotation (now called ChiselLegacyAnnotation)
